As Josh Rosebrook is always updating his formulas, he recently updated a few ingredients in his Hydrating Accelerator. TDM has the most updated version, which correlates with the ingredients on Josh's website!

Yes, absolutely. Josh recommends misting this on after cleansing and before moisturizing. Apply your moisturizer while skin is still damp with the Hydrating Accelerator, and your skincare will absorb better. You can also use the mist to set makeup or refresh throughout the day.
I think you're asking whether this toner would make your skin photosensitive? If so, the answer is no. Products that could make you photosensitive are the ones that contain AHAs, or alpha hydroxy acids, like glycolic acid. This toner has more of a hydrating, nutritious function. Hope this helps!
